A question for Alex regarding a job assignment

Hi Alex,
I recently had a request to create an image similar to the one attached. I thought it might be a lighting setup similar to the Oil Bubbles tutorial (#45). Would you please let me know if you had a similar tutorial, or an idea how to achieve this effect?
